Item 6.1a: Examine the administrative structure of the University
and make appropriate changes ...
The President and Trustees should establish a working group to develop
alternative administrative structures with associated costs and benefits.
Membership should include the President, members of the Board of Trustees,Provost,
Vice Presidents, Deans, Senate Executive Committee and students. The President
will formulate a proposal for Trustees action.
Review should address two levels of administrative structure. First,
at the senior level, the review should immediately investigate the effectiveness
of various "provostial" models for university administration and recommend
to the President and Trustees an appropriate model. The provostial model should
be structured to fit the vision of Beyond 2000: Change and
should serve the purposes outlined in Item 6.1a Second, review should refine
the other management structures with attention to major units, divisions,
and departments, paying particular attention to fostering interdisciplinary
activity, creativity, continuous improvement and preservation of academic
freedom. Changes should also seek to (1) continue and improve existing accountability
and teamwork systems (2) move decision making to lowest appropriate organizational
unit, and (3) support the educational, research, and outreach missions of
the University.

Inventory the administrative personnel of the Provost's office and reporting
offices and restructure the Provost's Office to focus on undergraduate education,
graduate education, research, multicultural affairs, and outreach. The budget
process should include incentives for streamlining school, college and departmental
administrative structures.
