composition, the quality of students and faculty and staff, and
achievement in teaching, research and service. To be successful,
the University community must be committed to promoting improvement
and innovation. It must also participate in ongoing evaluation
to make sure that its educational programs and research reflect
the needs of a changing society and culture. Clear processes allocating
resources consistent with these accountability concepts is essential.
